Steps: Overview:
1. -Make sure to have Cygwin installed

2. -To read the GNU APL documentation goto URL
https://www.gnu.org/software/apl/
3. -To download goto URL
https://ftp.gnu.org/gnu/apl/
4. -Download the executable
https://ftp.gnu.org/gnu/apl/apl.exe
5. -Put it in the Cygwin bin directory
E.g.
copy apl.exe g:\cygwin\bin\
6. -Make sure the following Cygwin DLLs can be found\
(typically in the <cygwin>\bin directory)

For apl.exe to work, make sure that it finds the following dlls:
cyggcc_s-seh-1.dll
cygstdc++-6.dll
cygwin1.dll
Either by putting them in the same directory as apl.exe,
or by installing cygwin.
Note that the real executable is not apl.exe (in this directory)
but .libs/apl.exe
The complete list of dlls needed by apl.exe seems to be:
ldd apl.exe
ntdll.dll => /cygdrive/c/Windows/SYSTEM32/ntdll.dll (0x7ffef8cb0000)
KERNEL32.DLL => /cygdrive/c/Windows/System32/KERNEL32.DLL (0x7ffef84d0000)
KERNELBASE.dll => /cygdrive/c/Windows/System32/KERNELBASE.dll (0x7ffef68a0000)
cyggcc_s-seh-1.dll => /usr/bin/cyggcc_s-seh-1.dll (0x3ff3c0000)
cygwin1.dll => /usr/bin/cygwin1.dll (0x180040000)
cygstdc++-6.dll => /usr/bin/cygstdc++-6.dll (0x3fba20000)

7. -To avoid the error message about the APserver, use instead:
start apl.exe --noSV
8. -That will show a screen output similar to the following:
