I checked how to create a swim lane in Microsoft Visio 2007 Professional.
You can use out of the box a so called 'Cross functional diagram', that will split
your page in one or more vertical or horizontal bands.

But looking to change the color of this bands, I did not immediately find a solution.

So then looked at how they created a swimlane in Google Docs.

There they show that they just take a rectangle as a band.

I used the same method in Microsoft Visio 2007 Professional. That works
fine.

You can put another shape (e.g. a circle) on top of the rectangle (of which you e.g. change the
fill color).
Putting one or more of this rectangles (e.g. in a different color) creates the bands.
